On the 3rd January, the United States targeted the commander of the Iranian Republican Guards Corps’ (IRGC) Quds Force, General Qassem Suleimani as he and his entourage left the Baghdad airport. The missiles, launched from armed drones, killed Suleimani and his escort and, as a sort of a bonus, it also killed Abu Mahdi al- Muhandas, the leader of Ketaib Hezbollah, one of the most prominent Shia militias sponsored by Iran.

The tension that was palpable since the attack on the American embassy in Iraq and the rocket attack by Ketaib Hezbollah on the American military base K-1, raised to new levels after the Suleimani strike, but after the lame rocket attack retribution performed by the IRGC, it quickly dwindled.

However, very typically of the 21 Century media and analysts, there was an apocalyptical outburst of hell breaking lose all over the Middle East and an impending catastrophe looming over the United States military. There is, of course, more than the recurring fear and shock syndrome. There is no doubt that if the killing had been approved by the previous President, the same people would be striving for the best accolade possible. Since it is Mr. Trump, we have to read the Iran could do this and Iran could do that mantra. *

It is of course likely that Iran may try to execute some retaliation strikes, directly or through their multiple proxies, but it is very unlikely that these moves would entail some catastrophic dimension. And if it did, the American retaliation would be undoubtedly brutal.

So, back to the point, the termination of Qassem Suleimani erased the most dangerous and deadly person in the entire Middle East and Iran’s most important military asset, who spread mayhem all over the region (Iraq, Syria, Lebanon, Saudi Arabia, Yemen) and farther afield, as far-off as Argentina.

He was also the mentor, strategist and executor of a successful plan to enable Iran’s outreach, thus leaving the isolation of the post-revolutionary period. He did so with the blessing of Iran’s Supreme Leader, Ayatollah Ali Khamenei, the military skills of the Quds Force he led and the regimentation of a pack of militias, mostly Shia-affiliated, trained and financed by Teheran and who responded to him. These tentacles stretched to Iraq, Syria, Lebanon, Gaza, Yemen, Afghanistan, at least.

So, there is no mitigating the value of the strike for the United States and for countless people across the Middle East who cheered his elimination, as there is no mitigation as to the blow suffered by Iran.

We have now entered open season for Iranian attacks on American troops, diplomats and ordinary citizens, likely for months to come. The US position in Iraq may become untenable, as Iran may make it the central battleground in its asymmetrical campaign against the US.

But as the dust settles, the collateral damage from the strike on Qassem Suleimani will likely be greater than the Trump administration bargained for. Indeed, the strike already appears to be feeding the gnarled ambitions of Iran’s supreme leader, Ayatollah Khamenei, by producing a more unified regime with a tighter grip at home; an even more precarious American military position in Iraq and Syria, with the Iraqi parliament now calling for U.S. withdrawal; and the death of the Iranian nuclear deal and the whole notion of diplomacy with the Great Satan. All of this would cost the United States far more than Suleimani’s assassination cost Iran. In his death, Suleimani may exact his own final act of revenge against the United States.

The Iranians could eventually stage further attacks on Saudi oil facilities or Gulf shipping … America is stumbling into a tragedy of its own making. And the Iranian regime is poised to once again reap the rewards, turning Soleimani’s loss into a long-term gain.

Two months have passed and nothing else happened. Many things may yet occur, but so far, no sign of the catastrophic events that these two analysts so eagerly forecasted. Actually, I think it is ridiculous to say that the Iranians can easily go on a shooting spree of Americans. Concerning the American presence in Iraq, it must be said this deployment is much more important for Baghdad than for Washington. So much so, that the Iraqi parliament never mentioned an American troop withdrawal again.

The second analyst draws plans of what mischief Iran could create, as if it was possible for her to get a free pass to wreak havoc in the Persian Gulf.  As for the pathetic assertion of Suleimani post-mortem revenge, he is so very wrong: the avenger was avenged and Suleimani was terminated and left the stage. Period.

Quem Manda no Iraque?



QUEM MANDA NO IRAQUE?

As milícias xiitas e as milícias curdas (vulgo, peshmerga) têm assumido o protagonismo no combate ao Estado Islâmico. Estas no Norte e aquelas progredindo de Sul para Norte.

Se pensarmos que o outro protagonista é a dita coligação liderada pelos Estados Unidos actuando a partir dos céus do Iraque, o elemento em falta é…o Exército Iraquiano. Isto são más notícias, basicamente por 3 ordens de razões:

1- Significa que o Estado Iraquiano continua incapaz de conter, repelir e derrotar um movimento insurgente, neste caso o Estado Islâmico. Daqui decorre que o Iraque não consegue desempenhar uma das funções nucleares da soberania que é a defesa do país, dos cidadãos e do próprio Estado.

As consequências são a derrota militar (ver o “Buraco Negro da 2ª Divisão” em http://tempos-interessantes.blogspot.pt/2014/06/buraco-negro-da-2-divisao.html) e a adjudicação a terceiros da função militar que deveria caber ao Estado. Fazer o outsourcing da defesa da própria integridade territorial não é uma boa ideia, porque se paga caro.

2- Significa que o Governo do Iraque está dependente das milícias curdas que pertencem ao Governo Regional Curdo (KRG) que tem tomado um sem número de iniciativas conducentes a uma eventual independência. Tenta, com limitado sucesso, exportar petróleo à revelia do Estado, apropria-se de Kirkuk e dos respectivos poços petrolíferos à revelia de Bagdad, recebe apoio militar estrangeiro com a resignação de Bagdad e conta com o apoio da Turquia nestas démarches soberanistas.

Resumindo, para reverter os ganhos do Estado Islâmico que criou um novo Estado em territórios que pertenciam ao Iraque e à Síria, o Governo do Iraque está a dar força, poder e margem de manobra a um grupo político-militar que pugna abertamente pela secessão de um Curdistão alargado do Iraque.

3- Significa que grande parte do esforço bélico contra o Estado Islâmico está entregue a milícias xiitas, como a Organização Badr, o Asaib Ahl Al-Haq, ou o Kitaeb Hezbollah. Para se ter uma ideia mais precisa da dimensão do problema, o contingente agregado das várias milícias está estimado em 100.000-120.000 homens armados. O Exército (?) Iraquiano, que em Junho de 2014 tinha (nominalmente) 200.000 soldados, está hoje reduzido a 48.000!!!

Como se não fosse grave estar dependente de milícias, esta dependência está longe de ser mútua, já que as principais milícias xiitas são principalmente apoiadas, financiadas, treinadas e armadas pelo…Irão. O Comandante do Corpo de Guardas da Revolução (IRGC), General Qassem Suleimani, e outros oficiais visitam regularmente as linhas da frente. O próprio coordenador das milícias no Governo Iraquiano foi oficial do IRGC.

Ou seja, a campanha contra o Estado Islâmico está a dar a Teerão a oportunidade para acentuar a sua hegemonia sobre o Iraque.

4- Significa ainda, noutro plano, que a campanha aérea gizada pelos Estados Unidos é um erro crasso, pois está a abrir o caminho para o reforço do poder tutelar iraniano sobre o Iraque. Há analistas norte-americanos que alertam que esta situação poderá desaguar na derrota do Estado Islâmico acompanhada na perda do Iraque para o Irão. É uma ingenuidade tremenda. Pelo menos desde 2011 que o Iraque está na órbita do Irão. Bagdad só recorreu a Washington em desespero de causa quando viu o território fugir-lhe para o Estado Islâmico.

A situação no terreno só vem reforçar a pertinência do que foi defendido em Tempos Interessantes em Junho de 2014:  a não intervenção dos EUA contra o Estado Islâmico na Síria e no Iraque (ver “Geopolítica Passiva ou Dynamic Balance of Power” em http://tempos-interessantes.blogspot.pt/2014/06/geopolitica-passiva-ou-dynamic-balance.html ). Aí se dizia: O Irão tem de aguentar sozinho os regimes de Damasco e Bagdad. São satélites de Teerão, são problemas de Ali Khamenei e de Rouhani; que os resolvam. Tal vai custar-hes tempo, dinheiro e recursos militares. Vai levar tempo. E pode não resultar.

Finalmente, outra consequência do protagonismo das milícias xiitas em prejuízo do exército nacional, é a brutalidade com que tratam as povoações e as populações sunitas que se atravessam no seu caminho: saques, destruição e execuções em massa.

Obviamente, como já foi salientado em Tempos Interessantes (ver “Who Are the Bad Guys?” em http://tempos-interessantes.blogspot.pt/2014/11/v-behaviorurldefaultvmlo.html ) a actuação destas milícias arrisca afastar os Sunitas ainda mais de Bagdad e lança-los nos braços do Estado Islâmico.

No plano geopolítico, os EUA estão a fazer o trabalho do Irão e para o Irão. Se se quiser apurar quem manda no Iraque hoje, recomendo uma visita à praça de Bagdad onde os US Marines derrubaram uma enorme estátua de Saddam Hussein em 2003. Verão enormes outdoors de propaganda às milícias xiitas e retratos dos ayatollahs Ruhollah Khomeini e Ali Khamenei: O anterior e o actual líderes supremos do Irão.
